Department of Financial Affairs is in charge of the following work: appropriation of funds and charge of fees on the educational cause, expenditure on retirement, medical insurance and housing fund, as well as appropriation and loan of infrastructure construction, state loan for students, management and registration of state-owned property, financial accounting and management of escrow funds.

The department is composed of five offices: Financial Accounting Office, Funds Management Office, State-owned Property Office, General Affairs Office and Finance Office of Infrastructure Construction.
